Can I withdraw cash from an ATM with a SNAP EBT card?

Supplemental Nutritional Assistance Program (SNAP) benefits provided to customers on their Electronic Benefit Transfer (EBT) cards can only be used to purchase eligible food items from authorized retailers.

Cash assistance (such as Temporary Assistance for Needy Families, or TANF ) that can be included on the same card is not administered by the Food and Nutrition Services (FNS) or the United States Department of Agriculture (USDA). TANF is administered by the US Department of Health and Human Services and cash aid rules may vary from state to state.

What is Electronic Benefit Transfer (EBT)?

Electronic Benefit Transfer (EBT) is an electronic system that allows a recipient to authorize the transfer of their government benefits from a federal account to a merchant’s account to pay for products received.

EBT is used in all 50 states, the District of Columbia, Puerto Rico, the Virgin Islands, and Guam. SNAP EBT has been implemented in all states since June 2004.

  • EBT Card = A card that looks and works like a debit or credit card but contains food stamps and/or cash benefits. You can use it in stores that accept EBT.

  7. Always check your receipt to make sure the EBT purchase amount is the same as at the grocery store.

How to use an EBT card at an ATM for free

Choose an ATM where you feel safe. Always follow the directions at the ATM.

  • Insert the card into the machine.
  • Enter your PIN.
  • Never let anyone see you enter your PIN
  • Enter the desired dollar amount
  • Take cash, a card and a receipt so you know how much you have left in your account.
  • Check the receipt to make sure it equals the amount you just withdrew.

NOTE:

  • You will have two (2) free ATM withdrawals each month from ATMs that are not
  • Each additional ATM withdrawal will cost you 50¢ even at ATMs that are not
  • This commission will be automatically deducted from your cash benefit. You will not receive any other notice that this fee is being charged.

EBT Card Fee

Surcharges

Some ATM owners charge extra fees for using their ATMs, usually between $1.00 and $4.00. Some ATMs work for free. Your county office can provide a list of free ATMs in your county or view a list on the EBT customer website www.ebt.ca.gov.

Operating costs

Each month, you can make four (4) cash withdrawals from your EBT account without paying a transaction fee. After four cash-only withdrawals within one month*, you will be charged a transaction fee of 80 cents for each additional cash-only withdrawal you make with your EBT card at an ATM.
