The National Council for Technical Education Act of 1997 created the National Council for Technical Education (NACTE), a corporate body (Act No. 9 of 1997). The Act gives the Council a legal framework for coordinating the delivery of technical education and training and for establishing a productive national qualifications framework that will guarantee that the outputs from technical institutions are of a high caliber and are responsive to changing needs as well as global technological advancements.

The Council’s Purpose
The scope of NACTE includes all tertiary education and training institutions that offer courses at the technician, semi-professional, and professional levels that lead to the awarding of certificates, diplomas, degrees, and other associated awards, excluding Universities and their affiliated colleges.

Cap. 129 gives the National Council for Technical Education a three-fold mandate that can be summed up as follows:

  • Establishing the framework for regulations governing technical education and training that results in qualifications with a high level of quality;
  • Ensure that technical institutions’ programs fulfill the needs of the labor market by assisting them in maintaining and improving the quality of their instruction and by directing and overseeing their compliance with the legal requirements.
  • Advisory Function: To provide guidance on the strategic development of technical education and training to both the government and technical institutions.
