Key Responsibilities | Duties: • Strategic Capability and Leadership Provides a vision, sets the direction for the organization and/or the component and inspires others to deliver on the organizational mandate • Client Orientation and Customer Focus: Is willing and able to deliver services effectively and efficiently in order to put the spirit of customer service (Batho Pele principles) into practice • Financial Management: Compiles and manages budgets, controls cash flow, institutes risk management and administers tender procurement processes in accordance with generally recognized financial practices in order to ensure the achievement of strategic departmental objectives • People Management and Empowerment: Manages and encourages people, optimises their outputs and effectively manages relationships in order to achieve Departmental goals. • Develop, design and manage strategies, policies, systems, norms/standards and plans related to infrastructure programmes • Manage the delivery of the infrastructure programmes/project /maintenance and perform oversight role over Implementation Agents • Chief Directorate administration, management and control |
Expertise & Technical Competencies | Requirements: • Appropriate B degree in Commerce/Accounting and/or equivalent • 5 years’ postgraduate extensive experience at a senior managerial level in Infrastructure and resource management • Computer literacy (including advanced MS Word, Excel, PowerPoint and Teams) • Understanding of financial management as implemented in the Government and within the context of infrastructure budgeting and spending • Valid driver’s license. Experience required • Excellent and Demonstrative management skills and a track record in the preparation, implementation and management of strategic, operational and financial plans and projects • Ability to design and implement internal systems, policies and controls to ensure sound management • Excellent report writing and presentation skills. Knowledge required • The Public Sector and its regulatory and legislative framework • Public Sector Financial Management reporting requirements |
